While working to install telecommunications service, an employee was descending an extension ladder which was attached to a strand between two utility poles. The ladder shifted to the left. The employee lost his balance, and fell approximately 10-15 feet onto compacted soil. The employee sustained fractures to his right fibula and tibia requiring surgery, and a dislocated left ankle.
