Section 5(a)(1) of the Occupational Safety and Health Act of 1970: The
employer did not furnish employment and a place of employment which were
free from recognized hazards that were causing of likely to cause death
or serious physical harm to employees in that employees were exposed to
hazards of shocks and possible electrocution.
a) On or about March 8, 1990, and at times prior thereto in the
Tester Area, the Tech Area, and RMA Area of the Cabletron
Systems, Inc. manufacturing plant, employees were exposed to
shocks and possible electrocution while standing on a cement
floor while using equipment such as an oscilloscope probe to
troubleshoot electronic assemblies which had unguarded live
electrical parts at 120 and 240 Volts AC to ground when the
outer cover was removed.
ABATEMENT: Feasible and acceptable abatement methods, among others,
to correct this hazard are to install an insulated mat in the test
area to isolate the employees from the source of ground which is the
cement floor, design the components so that the live parts are always
