Section 5(a)(1) of the Occupational Safety and Health Act of 1970: The
employer did not furnish employment and a place of employment which were
free from recognized hazards that were causing or likely to cause death
or serious physical harm to employees in that employees were exposed to:
a) On or about 11/20/89 and at times prior to, employees were exposed
to crushing injuries from collapse of four (4) hydraulic automobile
racks and one pneumatic lift device on the alignment rack. Movement
of these racks occurred without warning. Further, the safety latches
on the four hydraulic lifts were frozen in the closed position
preventing mechanical securing of the lift in the up position.
One feasible method of abatement, among others, would be to ensure that
the mechanical safety latches are freed and then checked before use to
ensure operability and to immediately replace defective seals and other
defective parts of the hydraulic systems. On the pneumatic lifts,
installation of pressure gauges and variable pressure controls along
with replacement of defective parts would enhance safe operation.
