Section 5(a)(1) of the Occupational Safety and Health Act of 1970: The

employer did not furnish employment and a place of employment which were
free from recognized hazards that were causing or likely to cause death
or serious physical harm to employees in that employees were exposed to:
a) On or about 01/05/89 and at times prior thereto, employees were
exposed to the hazard of uncontrolled lowering action of the East
and West hydraulic automotive lifts, located in the main shop area.
Among other methods, one feasible and acceptable method to correct this
hazard would be to use the lifts in the fully extended position to allow
the positive safety locking devices to engage on all four hydraulic
lifts and by checking daily, and before each use; the fluid levels,
seals and operation of each hydraulic lift; or as necessary as required
by the American National Standards Institute Safety Requirements for the
Construction Care and Use of Automotive Lifts, B153.1-1981.
