employer did not furnish employment and a place of employment which
were free from recognized hazards that were causing or likely to cause
death or serious physical harm to employees in that employees were
exposed to in that there was no method being used by the employer to
determine whether roof attachment points used to anchor the primary
support system and lifelines of a single point suspension system are
capable of supporting at least 5000 pounds:
a)  220 W. Rittenhouse Square - employees engaged in window
washing activities using a "Sky Genie" were using wrought iron
balcony railings to support the suspension system and their
lifelines.
NOTE:  One useful and feasible method of abatement, among others
others, would be to load test the attachment points for the
primary support and lifline prior to the start ot the job.
