Section 5(a)(1) of the Occupational Safety and Health Act of 1970: The %% employer did not furnish employment and a place of employment which were free from recognized hazards that were causing or likely to cause death or serious physical harm to employees in that: On July 17, 1987, an employee pouring polyurethane bushings was exposed to tuluene-2,-diisocyanate at a concentration of 0.04 ppm for a duration of 26 minutes which is 2 times the ceiling standard of 0.02 ppm as stated on the Cyanamid Material Safety Data Sheet (MSDS) for Cyanaprene A-85 QM Urethane which contains toluene diisocyanate (TDI). Also, this same exposure of 260 ug/m3 (0.26 mg/m3) for a duration of 26 minutes is 1.86 times the ten-minutes ceiling value of 140 ug/n3 recommended by the National Institute of Occupational Safety and Health (NIOSH) in the 1978 publication entilted: "Criteria for a Recommended Standard... Occupational Exposure of Diisocyanates. " Feasible administrative or engineering controls were not implemented to reduce employee exposure. General methods of control applicable in these circumstances include, but are not limited to the following: 1) Improved exhausting of vapor from the interior of the curing oven. 2) Modification of the design of the pouring ladles, by installation of local exhaust ventilation or other devices to minimize the release of vapor while the liquid is being poured. This approach may also include the use of handles or spouts on the ladles to increase the distance between the operators breathing zone and the point of vapor release.
