Section 5(a)(1) of the Occupational Safety and Health Act of 1970: The employer did not furnish employment and a place of employment which were free from recognized hazards that were causing or likely to cause death or serious physical harm to employees in that employees were exposed to fire and explosion hazard from an unapproved dispatch oven used to dry rivets which are coated with flammable paints: Among other methods, one feasible and acceptable abatement method to correct this hazard is to retrofit the oven to comply with National Fire Protection Association Standard for Ovens and Furnaces; NFPA86-1985. Essential elements that the oven must incorporate shall include be limited to: 1) Provide operating instructions and training. 2) Locate and/or protect oven from exposure by flammable coating dip tanks, spray booths, storage and mixing readily flammable materials, or exposure by or to the diffusion of flammable vapor-air mixtures. 3) Equip the oven with unobstructed relief vents for freely relieving internal explosion pressures. 4) Interlock fan operation so that loss of ventilation or airflow will immediately shut down the heating system of the particular oven section affected. 5) Prior to each furnace startup, provision shall be made for the removal of flammable vapors and/or gases which may have entered during the shutdown period. At least 4 standard cuvic feet (m3) of oven volume shall be introduced during the purging cycle. 6) Provide a ventilation rate of 532 cfm per gal of flammable solvent in the oven.
