Section 5(a)(1) of the Occupational Safety and Health Act of 1970:
The employer did not furnish employment and a place of employment which
were free from recognized hazards that were causing or likely to cause
death or serious physical harm to employees in that employees were
exposed to:
a)  Roof Structure
Employees working in a fixed position on a structural beam 20 feet 4 inches
high, were not protected against falls to the concrete floor below.  One
feasible and acceptable method of abatement would be the use of a safety
belt and lanyard securely attached. Reference, American Steel Erectors,
Inc., Safety Manual, Section 1, Item 1.4, "When working aloft, all men must
tie off their safety lines except while getting from one point to another".
