Section 5(a)(1) of the Occupational Safety and Health Act of 1970: The employer did not furnish employment and a place of employment which were free from recognized hazards that were causing or likely to cause death or serious physical harm to employees in that employees were exposed to bloodborne pathogens and communicable diseases such as hepatitis B, human immunodeficiency virus, cytomegalovirus and hepatitis A: (a) Change Room - Employees who change diapers and/or assist with clients' personal hygiene were not provided with a handwashing facility to prevent transmission of blood- borne and communicable diseases through direct contact. (b) Employees throughout the facility were exposed to clients' saliva and other body fluids through direct contact during feedings and routine care without the use of personal protective equipment or routine handwashing. Among other methods, one feasible and acceptable abatement method to correct this hazard is: (1) Install a sink with hot and cold running water in the change room. Soap and disposable toweling also need to be supplied. Thorough and immediate handwashing is needed after contact with urine, feces and blood to min- imize and eliminate exposure. (2) Hold staff training sessions for all employees where the bloodborne and communicable disease information can be communicated by a competent medical person. (3) Develop an infection control program appropriate for the facility which would include a written program; personal protective equipment; work practices; housekeeping; labeling; training and follow-up procedures to ex- posures.
