Section 5(a)(1) of the Occupational Safety and Health Act of 1970:  The
employer did not furnish employment and a place of employment which
were free from recognized hazards that were causing or likely to cause
death or serious physical harm to employees in that employees were
exposed to:
(a)  Jobsite;  Employees are exposed to a fall hazard of
approximately 18 feet from the roof to the ground.
Employees were not protected from falling from the
roof as they worked at the edge of the roof.  The
employees were shoveling snow from the roof.
Among other methods, one feasible and acceptable abatement method to
correct this hazard is to provide fall protection (i.e. guardrails,
scaffolding, safety belts and lifelines, etc.) for employees who must
work at the edge of the roof.
