General-duty citation text

Section 5(a)(1) of the Occupational Safety and Health Act of 1970: The
employer did not furnish
a place of employment which was free from recognized hazards that were
causing or likely to
cause death or serious physical harm to employees. Employees were exposed
to being  struck
by a falling residential wall during chimney chase erection due to
inadequately nailed
toeboards/brackets.
The south wall had only two toeboards/brackets with 2-3 nails each.
Feasible methods of abatement include:
1)Use a crane to lift the wall, or
2) Provide toeboards/brackets or other methods with the proper nail
strength
following the guidelines in the Standard Handbook of Civil Engineering.
Safe
resistance to withdrawal into southern pine is 55 lbs. for a ten penny
nail using
a safety factor of six. Toeboards/brackets would have to have 24 nails in
the
toeboards/brackets to prevent kick out for the approximately 1300 lb.
wall.
