General-duty citation text
Section 5(a)(1) of the Occupational Safety and Health Act of 1970: The employer did not furnish employment and a place of employment which were free from recognized hazards that were causing or likely to cause death or serious physical harm to employees in that employees were exposed to: a). An electrical shock hazard by using class 2 rubber protective gloves and class 4 rubber protective blankets, which were tested at 20,000 volts and had a maximum use voltage or 17,000 volts, on energi- zed conductors that had a phase-to-ground voltage of 19,900 volts. Amoung other methods, one feasible and acceptable abarement method to correct this hazard is to require the use of class 3 rubber protective equipment tested at 30,000 volts.
