General-duty citation text
Section 5(a)(1) of the Occupational Safety and Health Act of 1970: The employer did not furnish a place of employment which was free from recognized hazards that were likely to cause death or serious physical harm to employees. Employees were exposed to falling while on steel beams and columns that were not adequately braced in accordance with the American National Standards Institute's Standard for Steel Erection - Safety Requirements, 1989 edition, section 11.1.9. On or about September 8, 1997. The steel structure was not adequately braced in all directions by the use of sufficent number of cables, stiffener beams, or other methods. Only one beam attached to the adjacent structure that was held by a 3/8 inch screw was used to provide lateral stability to the newly erected structure. Feasible abatement methods would include one of more of the following: 1) the installation of a bracing bay in the first erected bay, or 2)the use cables attached to secure members of the adjacent foundation or structure (not vehicles or aerial lifts), or 3)the use of stiffener beams that provided bracing in the diagonal direction to the column and horizontal beam.
