Section 5(a)(1) of the Occupational Safety and Health Act of 1970: The employer did not furnish a place of employment which was free from recognized hazards that could cause or likely to cause death or serious physical harm to employees: A standardized means of communication was not established for all contractors on the Redline Rehabilitation Project, Cleveland, OH. The adopted procedure of notifying all contractors of the movement of heavy, track-run equipment to all crews working on the de-energized RTA track was not established. A feasible and acceptable abatement method, included but was not limited to, providing radios to all contractors or requiring all subcontractors to purchase/use radios with compatable frequencies.
