Section 5(a)(1) of the Occupational Safety and Health Act of 1970:  The
employer did not
furnish employment and a place of employment which were free from
recognized hazards that
were causing or likely to cause death or serious physical harm to
employees in that employees
were exposed to hazards associated with being struck by or crushed by a
crane failure.
Jobsite:
a) On August 4, 1998, an 82 ton HC-218 Link Belt truck crane with a 160
feet
of boom tipped over while attempting to lift a 140 foot long communication
tower
weighing 29,300 lbs.  The total weight of the tower and rigging exceeded
the
crane's rated capacity at the operated load radius.
b) The 160 foot boom of the crane, when positioned at the radius required
to
complete the lift, was not long enough to provide a safe clearance with
the tower
during hoisting and tripping.
One feasible and acceptable method to correct these hazards would be to
establish
an erection procedure prior to performing this critical lift.cal
