29 CFR Section 5(a)(1) of the Occupational Safety and Health Act of 1970:
The employer did
not furnish a workplace of employment which was free of recognized hazards
that were likely
to cause death or serious physical harm to employees. Employees working
above grade level in
a six level building were not provided stairs to access/egress the
building in case of emergency.
A feasible means of abatement would be to provide stairs in accordance
with the National Fire
Code, NFC 241, 5-4.8 Standard for Safe Guarding Construction, Alteration,
and Demolition
