Section 5(a)(1) of the Occupational Safety and Health Act of 1970:  The
employer did not
furnish employment and a place of employment which were free from
recognized hazards that
were causing or likely to cause death or serious physical harm to
employees in that employees
were exposed to the hazard of being caught under a vehicle or the lift
structure or being struck
by a falling vehicle in the event of hydraulic failure while vehicles are
being serviced.
a)Automotive Service Department, on or about 2/11/2000.  Lift #11, dual
piston,
inground lift with a Hunter alignment rack attached:  The lift control
mechanism
did not return to the "off" position when released by the operator; the
locking
devices are not engaged when Technicians perform wheel alignment services;
defective seals were visibly leaking hydraulic fluid.
b)Automotive Service Department, on or about 2/11/2000.  Lift #10, Rotary,
2-
post, surface mounted lift:  The cable guide wheel was not rotating freely.
Among other methods, the following are feasible and acceptable abatement
methods to correct
these hazards:  (1) Develop and implement a periodic inspection and
maintenance schedule to
be performed as required by the ALI ALIOM-1994 Standard for Automotive
Lifts - Safety
Requirements for Operation, Inspection and Maintenance; (2) Provide
employee operator training
on hazard recognition and safe procedures as well as enforcement of the
procedures;  (3)
Document employee operator training and inspection and maintenance
performed; (4) Post lift
operating instructions; (5) When the locking devices do not engage during
wheel alignment
service, utilize jack stands for additional automobile support as per ALI
SM93-1 Lifting It Right,
A Safety Manual from the Automotive Lift Institute; (6) Comply with the
American National
Standard for Automotive Lifts, ANSI/ALI B153.1-1990 Safety Requirements
for the
Construction, Care, and Use of Automotive Lifts, such as, but not limited
to, Section 4.1.3 Lift
Control Mechanism, the lift control mechanism shall automatically return
to the neutral or "off"
position when it is released; and under Section 7.1.2, the employer shall
maintain and care for
the lift to ensure its continued safe operation.
