THE CITATIONS ISSUED ON JUNE 28, 2001, ARE HEREBY AMENDED TO READ: Section 50-9-5(A), NMSA 1978 (New Mexico Occupational Health and Safety Act): Every employer shall furnish to each of his employees employment and a place of employment which are free from recognized hazards that are causing or are likely to cause death or serious physical harm to his employees. On the Big Dog Drilling Rig #9, the Ingersoll-Rand air hoist, located in the southwest corner of the platform, was not properly maintained or kept in good working condition exposing employees to overhead falling material hazards. Improper inspection and maintenance procedures for hoisting equipment is contrary to: Section 8.7.1 of API RP 54 which states: All hoisting tools and their component parts shall be substantially constructed to conform with good engineering practice and maintained in safe condition. Equipment specifications reference API Spec 8A - Specification for Drilling and Production Hoisting Equipment (latest edition), API Spec 8C - Specification for Drilling and Production Hoisting Equipment (latest edition), API RP 8B - Recommended Practices for Hoisting Tool Inspection and Maintenance Procedures (latest edition) and manufacturers specifications and recommended maintenance procedures.
