Section 5(a)(1) of the Occupational Safety and Health Act of 1970:  The
employer did not
furnish employment and a place of employment which were free from
recognized hazards that
were causing or likely to cause death or serious physical harm to
employees in that employees
were exposed to:
a)  The hazards of fire and/or explosion in that, on or about August 18,
in the Annex
Lab, employees were not trained on the procedures to safely change the
methanol in the
Lawler stability bath. An employee was burned when the methanol he was
pouring in to
the Lawler Stability bath ignited. The employee was not trained on the
procedures of
safely changing the methanol bath, but had instead been minimally trained
on
replenishing the bath only.
Among other feasible methods of abatement, one method would be to train
employees
to ensure that all power to the equipment was isolated and that all other
sources of
ignition were eliminated and that the container of methanol must be bonded
to the
equipment to eliminate any static electricity during the transfer.
