Section 5(a)(1) of the Occupational Safety and Health Act of 1970: The
employer did not
furnish employment and a place of employment which is free from recognized
hazards that
were causing or likely to cause death or serious physical harm to
employees in that
employees were exposed to falling hazards from steel collapse:
a)Roof Level of the First Bay of the Middle Block Section of the Washington
Convention Center - The employer, as the steel erector, did not provide
adequate temporary bracing to trusses, in particular, truss TR13, which
caused
a steel collapse. All roof trusses were left in a laterally unstable
position with
their bridging lines not being continuous and not properly anchored to
transfer
the lateral load, on or about April 17, 2001.
"Among other methods, one feasible and acceptable abatement method to
correct this
hazard is to furnish and install all temporary supports, such as temporary
guys,
beams, falsework, cribbing or other elements required for the steel
erection
operation.
