Section 5(a)(1) of the Occupational Safety and Health Act of 1970:  The
employer did not
furnish employment and a place of employment which were free from
recognized hazards that
were causing or likely to cause death or serious physical harm to
employees in that employees
were exposed to a masonry wall collapse:
3950 W. Devon, Lincolnwood, Illinois - On October 25, 2001, two employees
were
tieing rebar at the base of a masonry wall. The wind speed on this day
exceeded 38 mph.
The wall, which measured 90 feet long X 21 feet 8 inches high, collapsed
on the
employees.
One feasible means of abatement is to remove employees from the masonry
wall
restricted zone when the wind speed exceeds 35 mph.  This requirement can
be
found in the Council for Masonry Construction's Standard Practice For
Bracing
Masonry Walls During Construction, Section 1.2.1.2.
No abatement certification or documentation is required for this item.
