Section 5(a)(1) of the Occupational Safety and Health Act of 1970: The employer did not furnish employment and a place of employment which were free from recognized hazards that were causing or likely to cause death or serious physical harm to employees exposed to potential explosion and fire because inspection and an actuation test of the blowout preventer (BOP) was not conducted daily: a) Walls 1 Winslow Township - Devonian Resources, Inc. did not inspect daily the BOP and perform an actuation test on each round trip, but not more than once per 24 hour period. ABATEMENT NOTE: Among other methods, one feasible and acceptable abatement method to correct this hazard is implement an effective daily inspection, actuation test procedure, and documentation log per the BOP manufacturer's recommendation. The safety program as found in the AMERICAN PETROLEUM INSTITUTE (API), Recommended Practices for Occupational Safety for Oil and Gas Well Drilling Operations, RP54 1999, Section 6.4 Blowout Prevention Equipment for Drilling and Well Servicing Operations, paragraph 6.4.7raph
