Section 5(a)(1) of the Occupational Safety and Health Act of 1970:  The
employer did not furnish employment
and a place of employment which were free from recognized hazards that
were causing or likely to cause
death or serious physical harm to employees in that employees were exposed
to the following:
a.On the site where tree limbs and logs were moved in the street, a proper
road zone with flaggers was
not set up according to the Manuel of Traffic Control Devices.
Among the feasible means of abatement which would correct this hazard are
the following:
1.Set up a road zone in accordance with the Manual of Uniform Traffic
Control Devices to
protect employees in the road zone.
2.Acquire two trained flaggers to direct the flow of vehicle traffic
around the closed lane and
away from the workers in the road zone.
