North Carolina General Statute 95-129(1) of the Occupational Safety and
Health Act of North
Carolina:  The employer did not furnish each of his employees conditions
of employment and a
place of employment free from recognized hazards that were causing or
likely to cause death or
serious physical harm to employees in that employees were exposed to:
a)tree removal site - where three STIHL Model 009L chain saws located at
the site
did not have a chain retainer device (chain catch) installed.
Among other methods, one reasonable and feasible method of abatement is to
install the chain
retainer.
Reference: ANSI Z133.1-1994, Paragraph 7.2.1,  The manufacturer's
operating and safety
instructions should be followed unless modified by this standard." The
STIHL Chainsaw Safety
Manual requires the chain catcher to be inspected before starting work and
replaced if damaged.
