employees were exposed to electrical hazards from use of temporary
wiring in lieu of permanent wiring.
a)  Temporary flexible drop cords were being run from Trailer
#1 along the ground and through windows and doorways to provide
electricity to Trailer #2 and the cooler, inhabited by two workers.
b)  Temporary flexible drop cords were being run along the
ground and through the ground throughout the entire area between
the greenhouses, the packing area, and Trailer #3.
Among others, one feasible and acceptable method of abating these
violations is to remove all temporary wiring and provide housing
for migrant workers with permanent wiring that meets local building
codes, the National Electric Code and any other applicable
standards and or codes.

North Carolina General Statute 95-129(1) of the Occupational Safety
and Health Act of North Carolina:  The employer did not furnish to
each of his employees  conditions of employment and a place of
employment free from recognized hazards that were causing or likely
to cause death or serious physical harm to employees, in that
employees were exposed to live electrical parts:
a)  Live electric wires in wall opening less than 7 ft.high in
hallway of Trailer #1 was not covered or protected.
b)  Unused opening in circuit breaker box at the foot of one
worker's bed in back bedroom was not covered or protected.
c)  Wall outlet on wall of back bedroom was hanging from wall,
exposing live parts.
d)  Fan in back bedroom of Trailer #2 had exposed live parts
in that there was a lack of strain relief.
e)  Ceiling light in living room of Trailer #3 was hanging
from the ceiling, exposing live parts.
f)  Water Heater in Trailer #4 was missing cover plate,
exposing live parts.
g)  Wall outlet cover plate on wall next to water heater in
Trailer #4 was broken, exposing live parts.
Among others, one feasible and acceptable method of abating these
violations is to provide housing for migrant workers which meets
the National Electric Code and local building code requirements for
electrical wiring.

North Carolina General Statute 95-129(1) of the Occupational Safety
and Health Act of North Carolina:  The employer did not furnish to
each of his employees  conditions of employment and a place of
employment free from recognized hazards that were causing or likely
to cause death or serious physical harm to employees, in that
employees were living in a walk-in cooler which was not designed
for human habitation.
a)  Two workers were living in a walk-in cooler,
manufactured by Amerikooler, serial #971606-WF-7, being
designed for storage of produce.
b)  Cooler had no windows for ventilation or light.
c)  Cooler did not have adequate egress, in the event of fire,
in that the only exterior opening was a sliding door which did
function properly, and was difficult to open.
d)  Cooler had no smoke detectors or fire extinguishers.
e)  Cooler had no permanent electrical service.  Temporary
wiring was being run along the ground and through the sliding door
to provide electricity to the cooler. Temporary wiring was not
protected from the weather or accidental damage.
f)  Cooler was not impervious to water.
g)  A pallet jack and other building supplies were being
stored on roof of cooler, creating potential for cave-in.
h)  Cooler had no running water for bathing or drinking
purposes.
Among others, one feasible and acceptable method of abating this
violation is to discontinue use of this cooler as a dwelling, and
provide housing that meets the requirements of The Migrant Housing
Act.
