Section 6(a) of the Puerto Rico Occupational Safety and Health Act:  The
employer did not
furnish employment and a place of employment which were free from
recognized hazards that
were causing or likely to cause death or physical harm to employees in
that employees were
exposed to:

El patrono no
proveyo empleo y un sitio de empleo libre de riesgos reconocidos que esten
causando o que
puedan causar muerte o dano fisico a los empleados, por cuanto empleados
estaban expuestos
a:
At the Agrological Laboratory, the employees were performing works, such
as:
writting
documents, evaluating application to pesticides certification, monitoring
training,
evaluating animals feed, pesticides and fertilizer, inspection the
plaguicides used at
private and public sector, among other works. At the central laboratory
did not have
negative ventilation allowing go to other areas affecting to employees.
Besides exhaust
exit were under ten foot from roof and occassion below the roof level.
Also the air
conditioning system did not have fresh air intake, returning the
contaminant air to others
areas, including offices area where the carbon dioxide was in 1029 ppm,
level action is
1000 ppm, due due to lack fresh air.
Among other methods, a feasible and acceptable abatament method to correct
this hazard
is make better the negative ventilation or extraction at the laboratory
and offices.
Hazard: Inhalation of hazard chemical susbtances.
En el Laboratorio Agrologico, los empleados estaban realizando trabajos,
tales como:
escribiendo documentos, evaluando solicitudes para certificacion de
pesticidas, evaluando
alimentos de animales, pesticidas y fertilizantes, inspeccionando el uso
de plaguicidas en
el sector privado y publico, entre otros trabajos. El laboratorio central
no tenia una
ventilacion negativa efectiva permitiendo que olores de sustancias
quimicas salieran a
otras areas afectando a los empleados. Ademas la salida de los extractores
estaban dentro
de los diez pies de altura del techo y en ocasiones por debajo del nivel
del techo.
Tambien el sistema de acondicionador de aire no tenia entrada de aire
fresco, retornando
el aire contaminado a otras areas, incluyendo areas de oficinas en donde
el dioxido de
carbono era 1029 ppm, nivel de accion es 1000 ppm, debido a la falta de
aire fresco.
Entre otros metodos, un metodo de correccion factible y aceptable para
corregir
es
mejorar la ventilacion negativa o extracion en el laboratorio y oficinas.
Riesgo: Inhalacion de sustancias quimicas peligrosas.
