Section 5(a)(1) of the Occupational Safety and Health Act of 1970:  The
employer did not
furnish employment and a place of employment which were free from
recognized hazards that
were causing or likely to cause death or serious physical harm to
employees in that employees
were exposed to a crushing hazard.
(a)Alley Beside Lot 711 S Street, NW - A Worker was observed standing in
the
bucket of a Thomas Equipment 250 Turbo Skid Steer Loader as a means of
being
elevated up to the bed of a truck to store equipment on or about March 4,
2005.
Among other methods, one feasible and acceptable abatement method to
correct this hazard is
to train operators and other highway workers to comply with the
manufacturer's warnings and
all safety aspects in the owners' manual for the Thomas Equipment 250
Turbo Skid Steer Loader
and document the training.  Only allow the operator of the Thomas
Equipment
250 Skid Steer
Loader on the machine; prohibit employees from riding or standing in the
bucket of the loader.
