Section 5(a)(1) of the Occupational Safety and Health Act of 1970:  The
employer did not
furnish employment and a place of employment which were free from
recognized hazards that
were causing or likely to cause death or serious physical harm to
employees in that employees
were exposed to the potential of severe burns and injuries from a dust
explosion:
a.)On or about December 21, 2006, employees were exposed to a dust
explosion that could
have resulted from, or been exacerbated by the baghouse collection systems
which were
located inside the building area and were not equipped with explosion
suppression or
venting components.
Feasible means of abatement include, but are not limited to:
*Comply with NFPA 484: "Standard for Combustible Metals, Section 12:
Requirements
for Combustible Metals Not Covered in Chapter 5 through Chapter 11," which
states
"Explosion venting is required for all buildings or building areas where
combustible
metal powders or dusts are present, unless a hazard analysis has been
performed that
shows that explosion venting is not required."
*Comply with NFPA 484: "Standard for Combustible Metals, Section 12:
Requirements
for Combustible Metals Not Covered in Chapter 5 through Chapter 11," which
states that
"Dry-type dust collectors shall be located outside of the buildings."
