Section 5(a)(1) of the Occupational Safety and Health Act of 1970:  The
employer did not
furnish employment and a place of employment which were free from
recognized hazards that
were causing or likely to cause death or serious physical harm to
employees in that employees
were exposed to concussion or broken bones while climbing from the
attached work platform
of the Crown order picker to another elevated work level, such as but not
limited to overhead
cranes.
A.) On or about 8/31/08, while working at the Ryerson facility in Norcross
Georgia, employees
were exposed to concussion and broken bone hazards as employees used a
Crown SP48 Order
Picker with an attached work platform as a means of travel from the ground
level to an overhead
crane, and climbed from the work platform to the overhead crane, or
climbed from the overhead
crane to the work platform, while the work platform was elevated above the
ground, exposing
them to the hazard of falling and striking various parts of the work
platform
or overhead crane.
Among other methods, one feasible and acceptable abatement method to
correct this hazard is
to: Transport material and tools via the attached work platform, but
remain in the platform while
another employee climbs the fixed ladder and hand the material from the
work platform to the
employee on the overhead crane.
In accordance with 29 CFR 1903.19(c), abatement certification is required
for this violation
(using the CERTIFICATION OF CORRECTIVE ACTION WORKSHEET).
