B. Specific Recomendations.
1.Provide a monitor-mounted copyholder that can help to improve working
posture
of the employees when performing the job-specific VDT tasks that regularly
require use of source (reference) documents. The proposed strategy can
help to
reduce frequent bending and twisting movements of the neck/head
experienced by
the employees when repeatedly using reference documents placed flat on top
of
the desks. As the general rule, the copy holder should be adjusted close
to the
monitor so that the screen and the documents placed on the copy holder are
at the
same height and distance from the VDT operator.
2.Provide a keyboard and mouse support to improve posture of the distal
upper
extremities of the employees and reduce contact stress experienced by the
employees's forearms and wrist when performing the job-specific typing
and/or
mousing tasks as well as improve working comfort of the employees at the
VDT
workstation.
3.Place the monitor and keyboard symmetricaly with respect to seated VDT
operator. The proposed strategy can help improve working posture and
comfort
of the employee at his computer workstation when performing the
job-specific
VDT tasks:
-the monitor should be positioned directly in front of the VDT operator at
about arm length from the employee with the top of the screen at or
slightly below his eye level. The backward tilt of the monitor should not
exceed about 10 degrees-15 degrees;
-the keyboard should be positioned flat, at about elbow height and close to
seated VDT operator so that an angel between upper arms and forearms
of the employee does not exceed about 90 degrees-100 degrees;
-both input devices, the keyboard and the mouse, should be positioned
close to each other.
4.Provide anti-glare filter that can help reduce eye strain and improve
visual
comfort of the employee when performing the job-specific VDT tasks.
5.Properly adjust the brightness and contrast of the monitor's display
that can help
improve visual comfort of the employee when performing the job-specific VDT
tasks.
6.Place the telephone and the calculator within the range of comfortable
reach with
respect to the seated employee. The proposed strategy can help reduce an
extended arm reaching frequently experienced by the employee when using the
telephone and the calculator.
7.Provide a foot support to improve sitting posture of the employee of
small stature
when performing the job-specific VDT tasks. Recommended strategy can
helpimprove posture of the employee and working comfort at the VDT
workstation.
8.Provide an electrical stapler to the employees that can help reduce
physical
demands of work-related tasks associated with frequent stapling of numerous
papers and/or documents, performed by the employees on a regular daily
basis,
thus having the potential to address musculoskeletal problem concerning the
employees's hand.
En el Departamento de Hacienda, Oficina de Quiebras, en el cuarto piso,
los empleados
estaban revisando y leyendo papeles y documentos relacionados a
contribuciones en sus
escritorios, entrando informacion relevante en computadoras y/o
recuperando informacion
solicitada, realizando tareas de busqueda de expedientes en archivos,
contestando
llamadas telefonicas, asi como imprimiendo y sacando fotocopias de varios
papeles y
documentos. Los empleados estan experimentando calambres en las manos,
dolor en la
espalda baja, espasmos musculares, nervios pillados, presion en los ojos,
vision borrosa,
enrojecimiento de los ojos y dolor de cabeza.
Riesgo: Exposicion a factores ergonomicos.
Durante la evaluacion del video de ergonomia, algunas dimensiones del
lugar de trabajo
fueron comprobadas con los estandares de ergonomia relevantes (ANSI/HFES
100-2007,
ISO 9241, 1992).
La naturaleza del trabajo fue tomada en consideracion:
Las tareas realizadas por los empleados en sus estaciones de trabajo estan
asociadas a
sentarse prolongadamente en el escritorio cuando entran o recuperan
informacion en la
computadora, junto con el uso de documentos y papeles colocados de forma
plana sobre
los escritorios.  Los empleados se observan frecuentemente flexionando y
torciendo el
cuello/cabeza cuando cambiaban entre el monitor y los docuemntos mientras
realizan las
tareas especificas en el terminal de computadora (aqui y a partir de
entonces tareas de
VDT). Una postura incomoda se adopta repetidamente durante el dia y se
mantiene
durante periodos de tiempo cortos. La exposicion acumulativa a posturas
incomodas
del
cuello/cabeza incluyendo movimientos repetitivos de flexion y torcion del
cuello puede
causar o contribuir a lesiones musculoesqueletales (aqui y a partir de
entonces MSDs).
Debido a la colocacion de los teclados sobre los escritorios a una
distancia considerable
de los empleados, estos se ven forzados a extender ambos brazos cuando
realizan la tarea
de escribir, aumentando asi la carga biomecanica impuesta sobre los
hombros. Una
postura incomoda de los brazos es adoptada y mantenida por largos periodos
de tiempo.
La exposicion acumulativa de postura incomoda de los brazos puede causar o
contribuir
que aumente el riesgo de MSDs incluyendo principalmente el area de la
espalda
alta/hombros de los empleados. Ademas, cuando escriben, los empleados
tienden a
descansar los antebrazos en los escritorios, exponiendolos a superficies
duras y los bordes
afilados de los escritorios. Exposicion a estres por contacto es
experimentado
regularmente por los antebrazos de los empleados durante el dia.Para uno
de los empleados, el teclado esta colocado a un angulo con respecto a la
superficie del escritorio, forzando al empleado a extender su munecas
mientras realiza
tareas de escribir. Una postura incomoda es adoptada y mantenida durante
largos
periodos de tiempo.
Cuando se realizan tareas con el "mouse", se observo a los empleados
usando una
postura incomoda de la muneca derecha mientras deslizaban, arrastraban el
"mouse".
La exposicion acumulativa de la postura incomoda de la muneca y el estres
por contacto
experimentado regularmente por las munecas de los empleados puede causar o
contribuir
a aumentar el riesgo de Desordenes de Traumas Acumulativos (aqui y desde
entonces
CTDs) incluyendo primordialmente el Sindrome del Tunel Carpal.
En algunos casos, la pantalla del monitor esta ubicada en la esquina
izquierda sobre el
escritorio con respecto a donde se sienta el operador en el VDT y en otros
casos, en la
esquina derecha con respecto a donde se sienta el operador en el VDT.
Debido a la
ubicacion asimetrica del monitor, los empleados se observaron sentados en
cierto angulo
con respecto al escritorio y torciendo el torso a la derecha o izquierda
cuando realizan
las tares especificas en el VDT. Se adopta y mantiene una postura incomoda
por largos
periodos de tiempo durante el dia. Una exposicion acumulativa a posturas
incomodas del
cuello puede causar o contribuir a MSDs en el area del cuello/hombro. Los
monitores
estan ubicados a una distancia considerable de los operadores forzando a
los empleados
a inclinarse hacia adelante para ver claramente las imagenes en las
pantallas, por lo tanto
pierden soporte en la espalda del respaldo de las sillas. Debido al
aumento en la distancia
de visualizacion, los empleados pueden experimentar incomodidad visual
cuando trabajan
en sus estaciones de trabajo en el  VDT.
La parte superior de algunas pantallas parece estar por encima de la
altura de los ojos
de los operadores de VDT obligando a los empleados a extender sus cuellos
cuando
realizan las tareas especificas en el VDT.
El brillo de la pantalla parece bastante excesivo que puede causar o
contribuir a la
incomodidad visual experimentada por los empleados al realizar las tareas
especificas en
el VDT.
Basado en el hecho de que la profundidad del asiento de la silla es de 19"
y una de las
empleadas es pequena en estatura (5'1" de altura), la parte de atras de
las rodillas pueden
experimentar compresion mecanica como resultado del contacto directo con
el borde
delantero del asiento de la silla debido a espacio insuficiente. Por lo
tanto, tomando en
consideracion la naturaleza estatica de las tareas especificas realizadas
en la estacion de
trabajo y la insuficiencia de espacio entre el borde frontal del asiento y
la parte de atras
de las rodillas, la empleada puede estar a un mayor riesgo de afectar la
circulacion,
hinchazon e incomodidad en relacion con sus extremidades inferiores.
Los telefonos se encuentran posicionados en el tope del escritorio, fuera
del rango de
facil alcance respecto a los empleados sentados. Basado en la localizacion
de los
patrono no
telefonos, los empleados se ven forzados a doblarse hacia adelante y girar
su torso, conel fin de alcanzar los telefonos.  La exposicion acumulativa
a los frecuentes movimientos
de flexion y torsion del torso, cuando accesan los telefonos, puede causar
malestar, fatiga
y dolor en el area baja de la espalda de los empleados.
Las calculadoras estan colocadas en la superficie de los escritorios a una
distancia
considerable de los empleados. Debido a la ubicacion de las calculadoras,
los empleados
proveyo empleo y un sitio de empleo libre de riesgos reconocidos que esten
se ven obligados a mover sus hombros y extender los brazos para poder
acceder las

Recomendaciones Generales.
1.Proveer adiestramientos en ergonomia a los empleados de la oficina
ensenandoles
los principios basicos de ergonomia, reconocimiento de riesgos, solucion de

trabajo de

2.Elaborar un mecanismo para la pronta notificacion de los signos y
dimensions

importancia del reconocimiento y notificacion temprana de los signos y
sintomas
de los MSDs relacionados con el trabajo. La estrategia puede ayudar a

frecuencia y gravedad de los MSDs entre los empleados de oficina.
3.Asignar a una persona para llevar a cabo un programa de ergonomia en la
oficina. El programa debera enfocarse en la reduccion de riesgos y la
prevencion
de los MSDs en el lugar de trabajo.
4.Fomentar a los empleados de la oficina a mejorar su conocimiento en
relacion a
los principios basicos de ergonomia, estrategias de control factibles
destinadas a
hacer frente a los factores de riesgos de ergonomia especificos en el
entorno de
oficina, el reconocimiento de signos y sintomas de los MSDs y la
importancia de
su temprana notificacion. Informacion relevante a ergonomia esta
disponible en
la OSHA eTool y los Centros para el Control y Prevencion de Enfermedades
(CDC) en los sitios de la web: www.cdc.gov/od/ohs/Ergonomics/compergo.htm;

B. Recomendaciones especificas.
1.Porcionar un soporte para documentos montado sobre el monitor que pueda
ayudar a mejorar la postura de trabajo de los empleados al realizar las
tareas
especificas en el VDT que regularmente requieren el uso de fuentes de
informacion (documentos de referencia). La estrategia propuesta puede
contribuir
a reducir los frecuentes movimientos de flexion y torsion del cuello/cabeza
experimentado por los empleados cuando en repetidas ocasiones utilizan
documentos de referencia situados en la superficie del escritorio. Como
regla
general, el soporte de documentos debe estar ajustado cerca del monitor
para que
la pantalla y los documentos puestos en el sujetador esten a la misma
altura y
distancia del operador en el VDT.
2.Proveer un soporte o base para el teclado y el "mouse" para mejorar la
postura
de las extremidades superiores distales del empleado y reducir el estres
por
contacto experimentado por los antebrazos y las munecas de los empleados al
realizar las tareas especificas de escribir y/o tareas con el "mouse", asi
como
mejorar la comodidad de los empleados en el VDT.
3.Colocar el monitor y el teclado simetricamente con relacion al empleado
sentado
en el VDT. La estrategia propuesta puede contribuir a mejorar la postura y
la
comodidad de los empleados en sus estaciones de trabajo cuando realizan las
tareas especificas en el VDT:
-el monitor debe ser colocado directamente frente al empleado como a un
barazo de distancia desde el empleado hasta la pantalla, o levemente bajo
el nivel de los ojos. La inclinacion hacia atras del monitor no debe
exceder de 10 grados - 15 grados.
-el teclado debe estar colocado plano, como a la altura del codo y cerca
del
empleado sentado en el VDT, de manera que el angulo entre la parte
superior del brazo y el antebrazo no exceda 90 grados-100 grados.
-ambos aparatos, el teclado y el "mouse", deben estar colocados cerca el
uno del otro.
4.Proveer un filtro anti-deslumbrante que pueda ayudar a reducir la
tension del ojo
y a mejorar la comodidad visual de los empleados cuando realizan las tareas
especificas en el VDT.
5.Ajustar adecuadamente el brillo y el contraste del monitor para ayudar
en la
comodidad visual de los empleados cuando realizan las tareas especificas
en
el
VDT.
6.Colocar el telefono y la calculadora dentro del rango de alcance comodo
con
relacion al empleado sentado.  La estrategia propuesta puede ayudar a
reducir el
alcance extendido de los brazos frecuentemente experimentado por los
empleados
cuando  utilizan el telefono y la calculadora.
7.Proveer un soporte para los pies para mejorar la postura de la empleada
de baja
estatura cuando esta realizando las tareas especificas en el VDT. La
estrategia
recomendada puede ayudar a mejorar la postura de la empleada y a trabajar
comodamente en el VDT.damente

The nature of the job was taken in consideration:
The tasks performed by the employees at their workstations are associated
with prolonged
sitting at the computer desk when entering and/or retrieving information
and data onto
computer along with use of the source documents and/or papers placed flat
on top of the
desks. The employees are observed frequently bending and twisting their
necks/heads
when switching between the monitor and the source documents while
performing the job-
specific video terminal display (VTD) tasks. Awkward posture is repeatedly
adopted
during the day and maintained though during short periods of time.
Cumulative exposure
to awkward posture of the neck/head including repetitive bending and
twisting
movements of the neck may cause or contribute to musculoskeletal disorders
(here and
thereafter MSDs) of the neck/shoulder.
Due to the placement of the keyboards on top of the desks at considerable
distance from
the employees, they are forced to extent both arms when performin typing
task thus
increasing biomechanical load imposed on their shoulders. Awkward arm
posture are
adopted and maintained for long periods of time. Cumulative exposure to
awkward arm
posture may cause or contribute to increased risk of MSDs, primarily
including upper
back/shoulder area of the employees. Moreover, when typing, the employees
tends to
rest the forearms on top of the desks exposing them to hard surfaces and
sharp edges of
the desks. Exposure to the contact stress is regularly experienced by the
employees's
forearms during the day.For one of the employee, the keyboard is
positioned at some angle with respect to top
surface of the desk, forcing the employee to extend his wrists while
performing
typing
tasks. Awkward posture is adopted and maintained during long periods of
time.
When performing mousing tasks, the employees were observed using awkward
posture
of the right wrist while clicking, scrolling and dragging mouse movements.
Cumulative
exposure to awkward posture of the wrist and contact stress regularly
experienced by the
employee's wrist may cause or contribute to an increased risk of upper
extremity
Cumulative Trauma Disorders (here and thereafter CTDs) primarily including
Carpal
Tunnel Syndrome (CTS).
In some cases, the screen monitors are positioned in the left corner on
top of the desks
with respect to seated VDT operetor and in other case, in the right corner
with respect
to the seated VDT operetor. Due to asymmetrical placement of the monitor,
the
employees are observed sitting at some angle with respect to the desk and
twisting
their
torso to the left or to the right when performing the job-specific VDT
tasks. Awkward
posture are adopted and maintained during long periods of time during the
day.
Cumulative exposure to awkward neck posture may cause or contribute to
MSDs of the
neck/shoulders area. The monitors are positioned at considerable distance
from the VDT
operators forcing the employees to lean forward in order to clearly see
images on the
screen thus losing support to their backs from backrest of the chairs. Due
to increased
viewing distance, the employees may experience visual discomfort when
working at their
VDT workstations.
The top of some screen seems to be above eye level of the VDT operators
forcing the
employees to extend their necks when performing the job-specific VDT
tasks. Awkward
postures are frequently adopted and maintained during the day that may
cause discomfort,
fatigue and pain concerning the neck/upper back area of the employees.
The brightness of screen appears to be quite excessive that may cause or
contribute to
visual discomfort experienced by the employees when performing the
job-specific VDT
tasks.
Based on the fact that the depth of chair seat is 19" and one of the
employee is small in
stature (5'1" tall), the back side of her knees may experience mechanical
compression
as the result of direct contact with the front edge of the chair's seat
due to insufficient
space. Therefore, taking into consideration the static nature of the
job-specific tasks
performed at the computer workstation and the insufficient space between
the front edge
of the seat and the back side of the employee's knees, she may be at
increased risk of
impaired circulation, swelling and discomfort concerning her lower
extremities.
The telephones are positioned on top of the desks, outside the range of
easy reach with
respect to seated employees. Based on placement of the telephones, the
employees are
forced to bend forward and twist their torso in order to reach for the
telephones.
Cumulative exposure to frequent bending and twisting movements of the
torso, when
accessing the telephones, may cause discomfort, fatigue and pain
concerning the lowback area of the employees.
The calculators are positioned on top of the desks at considerable
distance from the
employees. Due to the placement of the calculators, the employees are
forced to abduct
their shoulders and extend the arms in order to access the calculators as
well as twist
their neck. Awkward posture are frequently adopted and maintained for some
periods of
time during the day. Cumulative exposure to awkward posture of the
neck/shoulder may
cause or contribute to increased risk of MSDs primarily concerning the
shoulders and
upper back area of the employees.
The employees use conventional, manually-operated stapler during the day.
Cumulative
exposure to the frequent paper stapling tasks may cause or contribute to
increased risk
of hand problems experienced by the employees.
Among the correction methods, some feasibles and acceptables ones would be:
A. General Recomendations.
1.Provide ergonomics awareness training to the office employees teaching
them
basic ergonomics principles, ergonomics hazard recognition, problem
solving,
proper work methods, practices, and techniques, as well as recognition of
early
signs and symptoms of MSDs, importance of their early reporting and use of
personal protective equipment on the job if required. The strategy may
help to
reduce the risk and prevent potential MSDs in the workplace.

Seccion 6(a) de la Ley de Seguridad y Salud en el Trabajo de Puerto Rico:
El patrono no
proveyo empleo y un sitio de empleo libre de riesgos reconocidos que esten
causando o que
puedan causar muerte o dano fisico a los empleados, por cuanto empleados
estaban expuestos
a:
At the Treasury Department, Bankruptcy Office in the fourth floor, it was
observed a
phone cable and a information system cable across the floor, in an area
where the
employees have to travel. The employees was performing clerical task
related to
bankruptcy radication like evaluating documents, enter data in the
computer system,
make phone calls and file documents, among others.
Hazard: Trips and falls.
Among the correction methods, one feasible and aceptable is to place the
telephone
cables and the information system cable through the roof.
En el Departamento de Hacienda, Oficna de Quiebras en el cuarto piso, se
observo un
cable de telefono y un cable del sistema de informacion por el piso, en un
area por donde
los empleados tenian que pasar.  Los empleados realizaban tareas de
oficina relacionados
a radicaciones de quiebra tales como evaluar documentos, entrar datos en
el
sistema
computadorizado, realizar llamdas telefonicas y archivar documentos, entre
otros.
Riesgo: Resbalones y caidas.
Entre los metodos de correccion, uno factible y aceptable es colocar los
cables de
telefono y los cables del sistema de informacion por el techo.acion
