Section 5(a)(1) of the Occupational Safety and Health Act of 1970:  The
employer did not
furnish employment and a place of employment which were free from
recognized hazards that
were causing or likely to cause death or serious physical harm to
employees in that employees
were exposed to burns and explosion hazards:
a)  On or about August 12, 2009 and at times prior Eolus Condo Association
did not
ensure that employees were protected from fire and explosion hazards.
1.  Employees were not provided training on purging gas lines and
relighting gas
appliances.
2.  Employees did try to relight water heaters without using gas monitors
or
purging lines.
Among other methods, one feasible and acceptable abatement method to
correct this hazardous
condition would be to train employees in the acceptable methods of line
purging and appliance
lighting.  The proper tools and instruments should also be supplied.  This
should all be done in
accordance with NFPA section 54 and the International Fuel Gas Code.
Abatement Note:  Abatement certification is required for this item (see
enclosed "Sample
Abatement-Certification Letter").
