Section 5(a)(1) of the Occupational Safety and Health Act of 1970: The employer did not furnish employment and a place of employment which were free from recognized hazards that were causing or likely to cause death or serious physical harm to employees in that: Employees in the Shop Area were exposed to fire and explosion hazards while performing routine work near the Hammond Duskolector (Model DK-8), which did not have adequate explosion prevention or suppression systems for the handling of combustible wood dust. NFPA Standard 664 - 2007 Standard for the Prevention of Fires and Explosions in Wood Processing and Woodworking Facilities: Section 8.2.2.5.1.4: "Dust collectors shall be located in accordance with one of the following: outside of buildings, indoors when deemed to have no fire or deflagration hazard, indoors for dust collectors with only a fire hazard when protected in accordance with this standard, indoors when equipped with listed deflagration suppression system, indoors when equipped with deflagration relief vents with relief pipes extending to safe areas outside the building and the collector meets the strength requirement of this standard, indoors when equipped with deflagration relief vents exhausting through listed flame-quenching devices and the collector meets the strength requirement of this standard. Among other methods, feasible and acceptable abatement method(s) to correct this hazard is to comply with the guidelines of NFPA 664 - 2007 Standard for the Prevention of Fires and Explosions in Processing and Woodworking Facilities: a) Relocate the dust collection unit to the exterior of the building; or b) Equip system with a listed deflagration suppression system; or c) Equip system with deflagration relief pipes extending to safe areas outside the building and the collector meets the strength requirement of NFPA 664; or d) Equip system with deflagration relief vents exhausting through listed flame- quenching devices and the collector meets the strenth requirement of 664; or e) Switch to an enclosureless dust collection unit that meets the requirement of NFPA 664. ***Abatement documentation is required for this item in accordance with the requirements of 29 CFR 1903.19(d)***
