North Carolina General Statute 95-129(1) of the Occupational Safety and
Health Act of North Carolina:  The employer
did not furnish each of his employees' conditions of employment and a
place of employment free from recognized
hazards that were causing or likely to cause death or serious physical
harm to employees in that employees were exposed
to the potential hazard of engulfment by anhydrous ammonia because the
piping system was not provided with labels to
indicate the contents or direction of flow:
a)Facility - on the offloading rack, the piping for the liquid and vapor
anhydrous ammonia lines
for the four offloading stations for the railcars going to the storage
bullets was not properly
labeled or marked with the identity of the hazardous chemical or the
direction of flow.
ABATEMENT NOTE:
1)Among other methods, one feasible and acceptable abatement method to
correct these hazards is
to label the pipes with the identification of the content and the
direction of flow in accordance
with ANSI A13.1 - 1975, section 3.1.
Reference:      American National Standard (ANSI) A13.1 - 1975, Scheme for
the Identification of Piping
Systems: 3.1 - This standard considers legends to be primary and explicit
for identification of content.
Positive identification of the content of a piping system shall be by
lettered legend giving the name of
the contents in full or abbreviated form ( see Table 1).  Arrows shall be
used to indicate direction of
flow.   Use legend to identify contents exactly, and give temperature,
pressure, and other details.,
