Health Act of North Carolina:  The
employer did not furnish each of his employees conditions of employment
and a place of employment free from
recognized hazards that were causing or likely to cause death or serious
physical harm to employees in that
employees were exposed to: fire and/or explosion hazards due to a dust
collector handling class II combustible
dust being located central to the work environment without the protection,
venting or size requirements for
inside use:
a)wood shop-  where the Murphy-Rodgers MRSE dust collector (Model MRSE-14)
that captured
combustible class II dust from employees cutting of the Urea-Formaldehyde
(UF) Bonded Wood
Products or particle board was located inside the building central to
employee
work areas and
did not meet the protection, venting or size requirements for inside use
on or about October 29,
2009.
ABATEMENT NOTE:  Among other methods, one feasible and acceptable
abatement method to correct these
hazards is to comply with the National Fire Protections Association
(NFPA), 664 standard for the "Prevention
of Fire and Explosions in Wood Processing and Woodworking Facilities"
Chapter 8, Woodworking Dust-Control Systems, Section 2.2 which states
"Dust collectors shall be located outside of buildings." Two
exceptions are listed which permit dust collectors to be located inside of
buildings:
1.  If they are located adjacent to an exterior wall, or vented to the
outside through straight ducts not
exceeding 10 feet (3 meters) in length, and have explosion vents.
2.  If protected by an explosion suppression system meeting the
requirements of NFPA 69, Standard on
Explosion Prevention System.
