P.L. 91-596 Section 5(a)(1) of the Occupational Safety and Health Act of
1970: The employer
did not furnish employment and a place of employment which were free from
recognized hazards
that were causing or likely to cause death or serious physical harm to
employees in that
employees were exposed to the hazard(s) of falling due to a  change of
elevation on a catwalk.
A) West Stacker catwalk, on or about August 3, 2010, employees used an
expanded
metal catwalk that runs along side the conveyor belt system that had a
change of
elevation of approximately 25 inches.  There was not stairs or a ladder to
help employees
safety transition from one elevation to the other, exposing employees to a
fall hazard.
One feasible and acceptable abatement method would be to install steps to
allow
employees to safely transition from one elevation level to another.
ABATEMENT CERTIFICATION IS NOT REQUIRED.TION
