Section 5(a)(1) of the Occupational Safety and Health Act of 1970:  The
employer did not
furnish employment and a place of employment which was free from
recognized hazards that
were causing or likely to cause death or serious physical harm to
employees in that
employees were exposed to:
(a) Yellowstone Ice and Water, Billings, MT:  Employees were exposed to a
hazardous
environment due to a leak in an ammonia refrigeration system and an alarm
system to alert
employees of the hazard prior to entry was not provided.
(b) Yellowstone Ice and Water, Billings, MT:  Employees were exposed to a
hazardous
environment due to a leak in an ammonia refrigeration system and required
signage to alert
employees of the ammonia hazard was not provided.
Among other methods, one feasible and acceptable abatement method to
correct this hazard
is follow the requirements set forth in the ANSI/ASHRAE 15-2007, Safety
Standards for
Refrigeration Systems, Section 8.11.2.1 that requires each refrigerating
machinery room shall
contain a detector that actuates an alarm and signage near the
annunciators.
