Section 5(a)(1) of the Occupational Safety and Health Act of 1970:  The
employer did not
furnish employment and a place of employment which were free from
recognized hazards that
were causing, or likely to cause, death or serious physical harm to
employees in that employees
were exposed to a fall hazard:
a.At this jobsite, on the top step of a twenty-five step stairway on the
north
side of slop oil tank number 201 there were three raised hex head bolts
securing the stairway to the elevated walkway.  These raised hex head
bolts created a potential tripping hazard.
b.At this jobsite, the stairway on the north side of Slop Oil Tank number
201, was constructed with angle iron extending from the front of each
stairway step to the next stairway step along each side of the steps of the
twenty-five step stairway.  The angle iron on each side extended beyond
the surface of the tread at the top step of the stairway which created a
potential tripping hazard when an employee descends the stairway.
One feasible and acceptable abatement method for item (a) would be to
replace
the raised hex head bolts with slick head stove bolts where the head would
be
flush with the slip-resistant metal grating.  For item (b) one feasible and
acceptable abatement method would be to remove the end of the angle iron
which
extends above the surface on both sides of the top stair tread.
