29 CFR 1926.20(b)(2): The employer did not initiate and maintain a safety program which provides for frequent and regular inspections of jobsites, materials, and equipment to be made by a competent person (i.e., a person who is capable of identifying existing and predictable hazards in the surroundings or working conditions which are unsanitary, hazardous, or dangerous to employees, and who has the authority to take prompt corrective measures to eliminate them):    (a)Drahota Construction Company @ 2399 North Frontage Road, Vail, CO 81657: On or before 3/30/11, the controlling employer did not ensure that safety inspections were conducted with regards to roofing sub-contractors onsite. Sub-contractors were conducting metal roof and flashing installation on a low-sloped, lightly snow covered, roof. This condition exposed sub-contractor employees to a fall hazard greater than 25ft above the ground and 14ft above a second story patio.
