29 CFR 1910.27(b)(1)(iii): The minimum clear length of rungs or cleats shall be 16 inches.     The clearance on fixed ladders attached to bins number 1, 2, 3, 12, 13, 14, 15 and 16 was approximately 12.    Abatement certification is required for this item in accordance with the requirements of 29 CFR 1903.19(c).

29 CFR 1910.303(g)(2)(i): Except as elsewhere required or permitted by Subpart S of Part 1910, live parts of electric equipment operating  at 50 volts or more were not guarded against accidental contact by use of approved cabinets or other forms of approved enclosures or by any of the means identified in paragraphs (A), (B), (C), and (D) of 29 CFR 1910.303(g)(2)(i):    The employer failed to ensure that live parts over 50 volts were guarded against accidental contact by use of approved enclosures. Employees were exposed to shocks and burns due to wires without approved enclosures near bin #3.      Abatement certification is required for this item in accordance with the requirements of 29 CFR 1903.19(c).
