29 CFR 1910.178(m)(5)(i): When a powered industrial truck is left unattended, load engaging means shall be fully lowered, controls shall be neutralized, power shall be shut off, and brakes set. Wheels shall be blocked if the truck is parked on an incline:    a. On or about February 2, 2012, at the above addressed jobsite employees were exposed to the hazard of the Genie GTH 5519 boom collapsing onto the scaffold as the unit was left unattended with the boom in the raised position.
