Employees were not protected from falling, by guardrail systems, safety net systems or personal fall arrest systems on, or about 02/06/12. 1926.1053(b)(1) When portable ladders were used for access to an upper landing surface, the ladder side rails did not extend at least 3 feet (.9 m) above the upper landing surface to which the ladder is used to gain access.    Worksite - Employees engaged in roof construction were observed accessing an upper landing surface using a portable ladder. The side rails of the ladder extended approximately 1' 6" on, or about 02/06/12.      Note: The employer is required to submit abatement certification for this item in accordance with 29 CFR 1903.19
