29 CFR 1926.20(b)(1):     The employer did not initiate and maintain such programs as may be necessary to comply with this part.    The employer did not develop a safety program for his employees that were exposed to falls during residential roofing operations.    Abatement certification is required of this item in accordance with the requirements of 29 CFR 1903.19(c)

29 CFR 1926.501(b)(13):     Each employee engaged in residential construction activities 6 feet or more above lower levels was not protected by guardrail systems, safety net systems, or personal fall arrest systems, nor  did the employer demonstrate that it is infeasible or creates a greater hazard to use these systems and develop and implement a fall protection plan which meets the requirements of paragraph (k) of section 1926.502.    Employees working on a steep residential roof approximately 9 feet above grade were not utilizing any method of fall protection.    There is no abatement certification or documentation required for this item
