29 CFR 1926.501(b)(1):     Employee on a walking/working surface having an unprotected side or edge which is six feet or more above a lower level were not protected from falling by the use of a guardrail system, a safety net system, or personal fall arrest system:    a) On or about 04/03/12 CSHO observed an employee accessing the building using a job made walking/working platform that was in excess of 8 feet to the inside foundation concrete floor with no fall protection system in place, i.e. guardrails.
