29 CFR 1910.147(c)(4)(i):     Procedures were not developed, documented and utilized for the control of potentially hazardous energy when employees were engaged in activities covered by this section:    a)  The company had not developed or written procedures specific to the conrol of hazardousl energy for the employee assigned to perform service and maintainance of equipment at St. Clare Terrace, Inc..  Equipment serviced includes the boiler system with addition of chemicals, air handling equipment changing filters and working on gas stoves.

29 CFR 1910.1200(e)(1):     The employer did not develop, implement, and/or maintain at the workplace a written hazard communication program which describes how the criteria specified in 29 CFR 1910.1200(f), (g), and (h) will be met:    a)  The company had not written a hazard communication program that described how the program would be implemented to meet the requirements for labeling, material safety data sheets or training of employees assigned using chemicals at St. Clare Terrace, Inc..  Chemicals used include but are not limited to boiler chemicals like Inhibitor 1271 and Tech Ban 2002.
