29 CFR 1926.28(a): The employer did not require the wearing of appropriate personal protective equipment in all operations where there was an exposure for hazardous conditions or where this part indicates the need for using such equipment to reduce the hazards to employees.       a) Main front entrance and side areas:  On or about April 30, 2012, and at times prior thereto, as the controlling employer, various subcontractors' employees without hard hats were walking/working under or in close proximity to an elevated aerial lift where painting and window washers were performing work overhead.     Note: Abatement certification IS required for this item.
