29 CFR 1910.1200(e)(1):  Employers shall develop, implement, and maintain at each workplace, a written hazard communication program which at least describes how the criteria specified in paragraphs (f), (g), and (h) of this section for labels and other forms of warning, material safety data sheets, and employee information and training will be met, and which also includes the following:    At the establishment located at 312 E. 1st. St. Halstead, Kansas - The employer had not developed or implemented a Written Hazard Communication Program.  Employees using substances such as, but not limited to, catalyzed Lacquer, Acetone and Vinyl sealers were exposed to skin irritation and fire hazards.

29 CFR 1910.1200(h)(1): Employees were not provided effective information and training on hazardous chemicals in their work area at the time of their initial assignment and whenever a new hazard that the employees had not been previously trained about was introduced into their work area:    Employer has not provided training and education on the flammable chemicals such as vinyl sealer, acetone and catalyzed Lacquer that the employees used on the fabrication of wood furniture.  Employees were exposed to skin irritation and fire hazards.
