29 CFR 1926.453(b)(2)(v):     A body belt shall be worn and a lanyard attached to the boom or basket when working from an aerial lift.  Note to paragraph (b)(2)(v): As of January 1, 1998, subpart M of this part (1926.502(d)) provides that body belts are not acceptable as part of a personal fall arrest system. The use of a body belt in a tethering system or in a restraint system is acceptable and is regulated under 1926.502(e).    a.     On the site where a dairy barn was being built and braces were installed from the bucket of a JLG aerial lift, the employer did not ensure a fall restaint device was provided and enforced to be used thereby exposing the employees to a 30 foot fall hazard.

29 CFR 1926.501(b)(1):     "Unprotected sides and edges." Each employee on a walking/working surface (horizontal and vertical surface) with an unprotected side or edge which is 6 feet (1.8 m) or more above a lower level shall be protected from falling by the use of guardrail systems, safety net systems, or personal fall arrest systems.    a.     On th roof of the dairy barn being built,the general contractor did not ensure the employees of Martin Wickey were provided and enforced to wear fall protection thereby exposing employees to a 35 foot fall hazard. One employee working on the roof installing weather straps lost his balence and fell to the concrete floor below. The employee was not wearing fall protection.

The program shall enable each employee to recognize the hazards of falling and shall train each employee in the procedures to be followed in order to minimize these hazards.    a.
