29 CFR 1910.106(e)(2)(iii): Emergency drainage or other means were not provided to control spills in areas where flammable or combustible liquids were being transferred from one tank, or container to another. Employer did not provide spill controll for hazardous waste oil and contamination area. Any leakage or damage to 55 gallon drums would expose employees, building and grounds to hazardous oil spill contamination.

29 CFR 1910.1200(f)(6): Except as provided in paragraphs (f)(7) and (f)(8) of this section, the employer did not ensure that each container of hazardous chemicals in the workplace was labeled, tagged or marked with either the information specified under paragraphs (f)(1)(i) through (v) of this section for labels on shipped containers or with the product identifier and pictures, symbols or combination thereof which provide at least general information regarding the hazards of the chemicals, and which, in conjunction with the other information immediately available to employees under the hazard communication program, will provide employees with the specific information regarding the physical and health hazards of the hazardous chemical. Employees exposed to improperly labeled 55 gallon containers of a carcinogen hazardous waste, known as used and contaminated waste oil. Employer did not ensure that each container of hazardous chemicals in the workplace were labeled with the information regarding the physical and health hazards of the chemical.
