29 CFR 1926.1053(b)(1): Because of the portable ladder's length, the ladder side rails did not extend to at least 3 feet (.9 m) above the upper landing surface to which the ladder was used to gain access and the ladder was not secured at its top to a rigid support that will not deflect, and a grasping device, such as a grabrail, was not provided to assist employees in mounting and dismounting the ladder. (a) 200 Central Avenue, White Plains New York. Employee used a ladder that did not extend at least 3 feet above the upper landing surface of a window ledge 10 1/2 feet above a lower level. Observed on or about 9 July 2012.
