29 CFR 1926.501(b)(13):     Each employee engaged in residential construction activities 6 feet or more above lower levels was not protected by guardrail systems, safety net systems, or personal fall arrest systems, nor did the employer demonstrate that it is infeasible or creates a greater hazard to use these systems and develop and implement a fall protection plan which meets the requirements of paragraph (k) of section 1926.502:      a) Various locations on exterior top plate: On July 26, 2012 and at times prior thereto employees performed framing activities, which included fascia work and stabilizing the previously installed trusses, from the exterior top plates without a fall protection system in place.  Employees were exposed to a 20 foot fall hazard to the ground below.        b) Various locations on second floor: On July 26, 2012 and at times prior thereto employees performing framing activities on the second floor level were exposed an approximate 10 foot fall hazard to the ground below at unguarded window openings.      c) Second floor: On July 26, 2012 and at times prior thereto employees were exposed to a 8 and a half foot fall hazard to the lower level inside the structure when walking and working near the open sided floor around the top of the staircase.      d) Second floor: On July 26, 2012 and at times prior thereto employees were exposed to a 10 foot fall hazard to the exterior ground below when walking and working near the wall opening directly across from the top of the staircase.      Note) Abatement certification and documentation ARE required for this item.
